RATES
Q. How are rates going to be entered into the new system?
A. The majority of the rates will be entered in electronically into CSN before county's transition from the old system to CSN. When rates expire, it will be up to the county responsible to maintain that rate.
ELECTRONIC TRANSMISSIONS
Q. Will we be able to process claims electronically?
A. Most claims will be able to be processed electronically. The system will attempt to match a claim to a funding authorization.
Q. Will we have a connection to the Auditor’s to “upload” claims?
A. There are plans to "upload" claims to the auditors. Auditors from Boone and Buena Vista Counties are part of a connectivity sub-committee.
Depending on the third party software provider, some counties will be ready sooner than others.
Q. How will CSN interface with the Veterans Information Management System?
A. A large number of counties are currently running VIMS from Sterling Software. Those counties that do not use VIMS to capture Veterans information
may use County CSN to capture authorizations or expeditures related to Veterans. Additional research will need to take place to better understand how
information in VIMS might be used in County CSN.
HARDWARE AND SOFTWARE REQUIREMENTS
Q. What software will I need loaded on my computer?
A. If you can access the internet today, you will mostly not need additional software. The application is being designed to run on the Internet Explorer
or Firefox browsers.
Q. What is the hard drive capacity for CSN?
A. The storage capacity of the supporting database server is 400 Gigabytes, with the optional to add more as needed.
PROVIDERS
Q. Will the providers be able to view funding authorizations etc.?
A. In the initial release, providers will not have access to this feature. A provider interface will be discussed and determined in a later phase.
MIGRATION
Q. What will be the migration criteria for existing CoMIS data?
A. ISAC is currently working with CoMIS information and attempting to match it to CSN. ISAC will be working with each county individually to migrate each county's data before the initial release of CSN.
Q. Will I be able to view the data prior to migration?
A. ISAC will work with each county to migrate over the data with as little pain as possible. Some data may not be able to be transferred electronically but ISAC will work with each county affected to complete all the information needed from the old system into CSN.
Q. Can I get rid of old COMIS data?
A. When reviewing information, each county will need to make the determination as to the whether or not it makes sense to transfer certain data. For reporting purposes ISAC is looking into migrating all client data that is active.
If a client is no longer active within CoMIS, We will look at the Client exit date from CPC and if the date is greater than 2 years old, it will not be tranferred over.
MISCELLANEOUS
Q.How is my ETC/CSN fee generated?
A.The fee for ETC is actually calculated in two parts. First, we apply the Flat fee (currently at $1000), then there is a formula that is based on a county’s percentage share of certain total costs (average expenditures for the general basic and the MH/DD funds for the last three years) for all member counties.
This percentage for each county is then applied to cover the ETC budget not covered by collecting $1000 from each member.
Let’s use last year’s ETC budget of $196,921 as an example. With all 97 member counties paying the flat fee of $1,000, we would first generate $97,000. Since the budget is $196,921, we would be left with $99,921 that would be raised using the percentage allocation method.
County’s percentage of the total counties costs is 2.26%, and then X County would then be responsible for 2.26% of the $99,921 ($2,258) plus the flat fee of $1,000. So X County’s total fee would be the flat fee of $1,000 plus the allocated $2,258 for a total fee of $3,258 (This was what X County would have paid in July 2008 for FY2009).
